Sub-concessions

At the end of 2007, the Portuguese State launched eight road sub-concessions in accordance with Council of Ministers Resolutions Nos 177/2007 of 10 December, 181/2007 of 11 December, 56/2008 of 26 March and 106/2008 of 7 July. Seven were awarded between 2008 and 2010.

IP Corporativo Subconcessao
Autoestrada Transmontana

The sub-concession for the Transmontana Highway region was awarded on 9 December 2008 to Autoestradas XXI – Subconcessionária Transmontana, SA, covering a vast length of roads and highways in the north of Portugal, with a total of around 191 km.

After a negotiation process for purposes of reducing the object of the sub-concession, on 26 February 2018, the Amended Sub-concession Contract was signed which entered into force on 24 May 2018.

Currently, the Transmontana Highway Sub-concession includes the A4/IP4 between Vila Real (Parada de Cunhos) and Quintanilha (border with Spain), which provides continuity to the A4/IP4 – Marão Tunnel, under the direct management of IP, and covers a length of 134.7 km, of which 14 km are subject to tolls (sub-stretches between Parada de Cunhos and the A4 intersection with the A24/IP3 and sub-stretches between the Bragança West intersection and the Bragança East intersection of the A4).

Douro Interior

The sub-concession for the Douro Interior was awarded on 25 November 2008 to the Douro Interior Sub-concessionaire. With a total length of 242 km, of 14 km are highway, the sub-concession includes the IP2 (Trans-European Motorway No E802) between Macedo de Cavaleiros and Celorico da Beira (A25), and the IC5 between Murça/Alijó and Miranda do Douro (Duas Igrejas), connecting the districts of Vila Real, Bragança and Guarda.

Baixo Tejo

The Lower Tagus (Baixo Tejo) sub-concession was awarded on 24 January 2009 to AEBT – Auto-Estradas do Baixo Tejo, SA.

It is located in the Setúbal district, connecting the municipalities of Almada, Seixal, Barreiro, Montijo, Moita and Alcochete and consists of the A33 between Casas Velhas and Montijo, the IC 3 between Montijo and Alcochete, the IC20 - Caparica Expressway, the IC21 - Barreiro Expressway as well as the connections to Trafaria and Funchalinho, allowing connection with the A2/IP7 and A12/IC1.

This sub-concession involves a network with a total of 60.2 km, of which 21.3 km of the A33 are subject to tolls.

Baixo Alentejo

The Lower Alentejo (Baixo Alentejo) sub-concession was awarded on 31 January 2009 to SPER – Sociedade Portuguesa para a Construção e Exploração Rodoviária, S.A.

Initially consisting of 342 km, prior to construction, conservation, operation, requalification of a number of stretches, and 68 km of highway.

After a negotiation process for purposes of reducing the object of the sub-concession, on 14 February 2017, the amended sub-concession contract was signed which is still in force today.

Currently, the Lower Alentejo sub-concession consists of stretches of the Rhodovibrin IP2, Ramal / Beja and Beja / Castro Verde intersection (A2/IP1), with a length of around 113 km.

Litoral Oeste

The West Coast (Litoral Oeste) sub-concession was awarded on 26 February 2009 to AELO – Auto-Estradas do Litoral Oeste, SA.

With a length of 103 km, of 19 km involve tolls, this network lies in the Leiria and Santarém districts.

In the Leiria area, the roads include the A19/IC2, A8-1 - Leiria Eastern Bypass (COL), the Leiria Entrance Road (VPL), and the A8, providing connection to the A8/IC1 and the A1/IP1.

The network also includes the EN242 - Nazaré Bypass and the IC9 between Nazaré and Tomar, providing connection to the A13/IC3.

Algarve Litoral

The Algarve Coast (Algarve Litoral) sub-concession was awarded on 20 April 2009 to RAL- Rotas do Algarve Litoral Oeste, S.A.

This sub-concession lies in the Faro district, connecting the municipalities of Vila do Bispo, Lagos, Portimão, Lagoa, Silves, Loulé, Faro, Tavira, Castro Marim and Vila Real de Santo António and consists essentially of the EN125 between Vila do Bispo and Vila Real de Santo António, the EN266 between Monchique and the Port of Lagos, the EN124 between the Port of Lagos and Silves, the EN124-1 between Silves and Lagoa, the IC1 between Messines and Guia, the ER270 between Boliqueime and the A22, the EN396 between Loulé and Quarteira, the IC4 between the A22 and Faro, the EN125-10 between Faro and the Airport , the EN398 between the A22 and Olhão and the EN270 between the A22 and Tavira. These routes provide connection to the A22/EN125, IC1/EN125 and IC4/EN125.

This sub-concession currently involves a network with a total of 257 km of roads.

Pinhal Litoral

The sub-concession for the Pinhal Interior was awarded on 28 April 2010 to Ascendi Pinhal Interior - Estradas do Pinhal Interior, SA, covering a vast length of roads and highways in the center of the country with a total length of around 516 km.

After a negotiation process for purposes of reducing the object of the sub-concession, on 30 November 2017, the amended sub-concession contract was signed which entered into force on 21 December 2017.

Currently, the Pinhal Interior sub-concession lies in the districts of Leiria, Coimbra and Santarém, and includes the A13, between the A23 and Coimbra South, and the A13-1, between Condeixa and the Condeixa intersection on the IC 2 (where it connects with the A1), in a total length of 93.2 Km of highways with tolls.
